Methodology

Every reference guide begins with primary source documents: official statements filed with EMMA, comprehensive annual financial reports (CAFRs), rate studies, master bond resolutions, and regulatory filings. We use AI-assisted research to synthesize these materials into structured analysis, with human review for accuracy and context. Our goal is to make complex bond structures and credit frameworks accessible without oversimplifying them.
